The effect claims it's 'strong' but I dunno if my description matched the implied level. It's why all of Dee's abilities are tied to 'artifacts' and why he might refer to himself as an 'artificer')
Well. Convenient.
He couldn't possibly match him in speed (and probably stamina) but when it came to vertical mobility... Dee briefly touched an earring that he had crafted for situations like these.
(Well, he hadn't quite made it for a situation like this one, admittedly. He hadn't foreseen such a situation as retrieving circus money)
And leaped-
Only to land on his head as he hit the roof, twenty feet upwards.

(OOC: Ah, I see! Fascinating... now that I read Dee's Equip list, it all starts to add up. I'm quite impressed to see someone make use of the Tech class, to be honest.)
Kassom's eyes went wide as the half-pint mage shot up like a rocket, only barely missing him in the process. Seems he'd underestimated the situation juuuuuust a tad. Hooking himself up and over the opposite roof ledge, he wasted no time in sprinting away as quickly as his feet could take him.
<<So much for mobility advantage, kid.>> Ilaelis interjected. <<Still think you can take him?>>

Now that was motivation! Kassom's pace quickened and he began hopping over rooftops, making a beeline for the Gizmo Shop.

Dee’s head rang. The protection that he had been counting on hadn’t manifested. Apparently it was only when he was prepared for it- or maybe only when he was jumping downwards…
