Well, I would say (and this is probably wrong and way off) that even if he putted only once and went a meter in excess, as long as the ball was still going towards the hole, it would still go in the hole, because it would get stopped right? Of course, there is always the fact that the ball might miss or jump out of the hole....
I don't know. xD

He can't do it in one go, because he can go 11 at max and need to go 20.
And if he goes in excess, the ball will not drop in.

Ok, there is obviously no way to do it with 2 putts. There is likely no possible manner in which to do it in 3, due to the fact that all of the meters he can putt are odd, and he needs an even putt. That's a shortcut to avoid having to do all the math.
There are, however, SEVERAL combinations in which he can do it in 4 putts. Therefore, the answer is 4 putts.

A daring attempt, but your answer is wrong.

It seems I've finally stumped FM. I'll give you a hint:
The solution to the problem can be seen more obviously if you try to envision the situation. Is there really no way to use less than four putts to make it to the goal?

lol, my idea would be to over reach pass the hole with long shots and then shoot back. But, alas, can't seem to find the combination.

Then I suppose the answer is two. I figured it might be, but didn't want to actually guess it since I figured it wasn't much of a riddle if the answer is that obvious.
Shoot 11 meters, but don't shoot directly towards the hole. Aim it so that the ball stops exactly 11 meters away from the goal. Think 3d.
Trap, get an actual riddle next time and not a math problem, got it? Otherwise I'm not answering another one.

That's the correct answer.
This isn't so much a mathematical problem as it is an exercise in spatial thinking. If you don't want to answer them, that is fine. And while the answer might've been obvious to you, it wasn't to others. (or at least not Akito?)
But alright, have at you:
RIDDLE #...4? no illustration
You can find it in bookstores, but not in supermarkets. You can find it in bathrooms, but not in hallways. You can find it in hospitals, but not in jails.
Boys have it, but girls don't. Doctors need it, but nurses don't.
What is it?

lol, nein it wasn't. I didn't make think that the person was able to shoot a ball that was exactly 11 meters away from the hole.

Well that's why he's a pro golfer.
