Death Dealer Luxord scatters all remaining cards in his deck across the entire area littering the floor. For the remainder of the post the Gambler can leap out of the cards on the floor and deal surprise attacks at will. This involves either swift pirouette attacks or scattering the cards in front of him, launching them at the enemy at normal Winning Hand speed. This can be done no more than five times with the two different variations at will. Luxord can choose whatever card he appears from and disappears into. Attack strength during this time is normal. Once his attacks have finished, the cards disappear in a swirl of purple jagged light. After the technique Luxord must reload his deck.
Strength; Moderate Uses; Infinite, 3 post cool down
Cheating Hand: Luxord can be absorbed into one of his cards in order to dodge an attack or confuse the opponent. Usually used with several other cards, this ability allows Luxord's image to be placed on one side of the card and can travel as fast as his cards can IE 30 mph. The Gambler can exit the card in the same post or the next post but he cannot stay in the card for longer than 1 post.

Total Price: 450 Munny ( 2 x 300 + 1 x 300 ) / 2 = 450 Munny. Death Dealer is used by Luxord in KHII as is Cheating Hand.

Okies, let's get this show on the roooad. I know you're in a hurry to try and kick my ass.
First things first, your old abilities. After looking over them again, I realized it was a mistake to accept them before without pointing out some problems with your ability.
Your weapon: Can you please list the weak ability of your fine weapon clearly?
Finest Fantasy cannot be a weapon due to this rule:
Time Compression: Forgive me for saying this, but Time Compression is pretty hax. XD May only be one post, and the cool down is pretty long, but with Overlock, you can pretty much beat down anyone in a short amount of time by freezing time consecutively. I say that the only way to even out this ability is to turn it into a defensive ability. He can stop time, as long as he's not allowed to attack or use any abilities. It'll make it easier for him to dodge attacks [which is pretty much like warp...but alas, one's a tad bit fair than the other.]
OR. if you dislike that option, you can still attack, but all abilities are turned off. And all attack power is lowered to that of weak strength.
Overlock: It's a bit strong for a weak ability [you really know how to push it, buddy. ._.] 5 meter radius is...pretty big for a weak ability. It's what...30 feet? That's more of a moderate level ability standard. Limit it to 10 feet in diameter.
Chrono Cleave: Hrm. Again, the fact that the opponent has to be moving at strong ability speed for a weak ability is too much. Moderate speed at most. Limit the area to 10 feet in diameter. Needs a longer cool down if it doubles the cool downs of all the abilities cooling down. Seven at the minimum.
Jackpot:
I dunno if just me or what...but that sentence confuses me very, very much. .__. Not really that important, but it bothers me when I can't visualize the things being talked about. Also, a bit of a warning would be nice, however subtle it is. [Yes, please put in some kind of warning sign, that means.]
Also, I've been informed that Jackpot's not exactly canon. The Limit is weaker in the game and it seems you've upgraded it so much so that it no longer replicate the game version of the ability. So yeah. No discount there.
...I think that's about it. =D

OK changed Jackpot into something else. Rather simple and is definitely canon discount worthy. It's part of his finishing move in KHII. Also backed out of an upgrade leaving Death Dealer as a moderate ability.
As for my default abilities, here is the edited version of them
Time Stagnation With a snap of the fingers, all time in a 20 foot radius from Luxord is slowed rather considerably. A monochrome effect occurs in which all objects, spells and even people move at 1/2 of they're normal speed. This includes movements, reaction times along with charging times. IE if one posts is needed to charge a spell, then it would take two posts etc. The Gambler himself is not effected by this as he retains his colour. Even if an effected object, person etc leaves the 20 foot radius in which the spell was cast upon, then they will still be effected for three turns regardless. After being cast the spell lasts for three posts, not including that which it was cast in.

Overclock Another ability that employs the use of time in combat. Luxord clears the cooldown post for himself from all of his abilities. The effect also spreads to anyone, be they ally or enemy, within a 10 foot diameter. When employing this ability, a spherical clock made of crimson light appears around those who it is effecting showing the time going forward at a fast speed. Almost as soon as it appears the clock disperses. Abilities that have been cleared of a cool down time cannot be used until the post after Overclock has been used and not during the same post.
Strength; Weak Uses; 3 uses per thread.
Chrono Cleave Manipulating time once again for this ability, Luxord can double the cool down time needed for abilities to be used again. Only used on enemies, this ability starts with a dark yellow spherical clock identical in size and shape mentioned in Overclock. The hands in this clock rewind back wards signifying the loss of time and therefore all abilities that are recharging via cooldown time is doubled. Abilities that have not been used, when Chrono Cleave is used, by the opponent then these abilities are not effected. This isn't radiated from Luxord but can be set from the intended target. It can be dodged but the opponent has to be moving at moderate ability speed to dodge entirely. The spell also effects those within a ten feet in diameter from where the spell is issued. The clock appears underneath the feet of the intended target for three seconds giving them chance to dodge the technique. Once these three seconds are up, that is when the spell 'fires off'. The target has to clear the clock symbol horizontally just as the third second passes in order to dodge the effect. Of course moving at moderate ability speed will allow the target to avoid the tracking system of the clock for the whole post. This tracking effect is much akin to Vexen's data tracker in KHIIFM+. Once being hit by the spell however the dark green clock swirls around they're whole body. Even if the spell doesn't hit them directly, if they are within a ten foot diameter of when the spell 'goes off', they will still be hit by the spell. Luxord can be effected if he is close enough.

As for Finest Fantasy XIII and my Fine Ability here it is...
Quality: Fine
A modified deck of 52 cards ( excluding the Jokers ) are used as Luxord's primary weapon in combat. The cards themselves are as sharp and durable as any regular blade although they do have a particular weakness to fire based magic and techniques. If he so wishes Luxord can employ all 52 cards at one time but he would be left defenseless for a short period of time. Once all cards have been used ( including being destroyed or dismissed by Luxord ) one post is needed to recharge his deck. With each reload there is an extra post needed for charging for a maximum post count of three ( like CoM ). The Gambler also has the option of reloading his deck whenever he feels like it meaning he doesn't have to use all of his cards if he doesn't want too.
Winning Hand Fair Game is controlled mainly by unseen magic employed by the Gambler, the cards can fly around at speeds of up 30 miles per hour once gathering enough speed. Each individual card can be enlarged within a second to about ten times the size of their normal height. This is about a meter high and 0.75 meters width. The size of the cards doesn't alter the speed or the strength of attacks, merely the amount of space it fills.
ID: Finest Fantasy XIII
A weapon that isn't really a weapon at all. Not used often by Luxord. Styled in a similar way to his deck, they have small Nobody symbols depicting what face is showing from I-XIII. They are regular sized and when thrown at an opponent they do absolutely nothing. He has 13 die in his possession and once they have been used they cannot be used for the remainder of the battle. To note they are quite an obscure shape due to the odd number of faces ( 13 in total ) but are generally circular in shape. Therefore these die are more of an accessory than a weapon but if he wished to, Luxord could use them as weapons.
And the code for them...

Oh yes. That is a good point, completely forgot to mention that. At first it will appear under them in which they have the chance to dodge the ability. Then when they have been hit by it, the clock swirls around them like in Overclock in which the cool down is doubled.

Its allright. I haven't been on much anyway. Assassins Creed 2 and Tekken 6 have devoured all my free time xD
Anyway I have added some details in the middle of Chrono Cleave along with an example. Altered the code as well.

The size of the clock is similar to that in Overlock. You didn't quite clarify how big the clock is in Overlock, so I'm going to assume it's 10 feet in diameter.
So, the 10 feet of the clock and the extra 10 feet around makes it 20 feet in diameter. Which, for a weak ability is too much. 10 or 12 feet is probably the max a weak ability can go. Especially one that prolongs cool down for all abilities that has been used already.
That's what I got from reading the abilities. Maybe I'm looking at it wrong?

Umm. There is no kind of dodging technique for Overclock simply because it is a supportive ability for Luxord.
Also I never said it was 10 foot in radius, It says 10 foot in diameter which is 5 foot in radius. That stays in the weak ability class I'm sure. To clarify it is an instant ability and cannot be dodged...since it is a support ability so there should be no need to dodge it.

Hrm? I have no problem with Overlock right now. I was just referencing to Overlock's size, cause that's what you said to do in Chrono Cleave.
We're still on the size issue in Chrono Cleave. Overlock is good for acceptance.
And I never mentioned 10 feet in radius either. I'm talking about the 10 feet in diameter as the size of the CLOCK.
In addition to this:
I'm assuming you mean, in addition to the area of the clock, the area around the clock [which is in the 10 feet range] would be affected.
So that really makes it 20 feet in diameter, right?
This is getting a bit more confusing than it should be. XD

Anyway.
The clock itself is irrelevant. Purely for show and nothing else. The area of effect (10 meter diameter) comes from the center of the clock if you will. Just to clarify, the clock is only a small one about a meter in diameter but doesn't have any effect on the area, simply the center of the clock, not including the rest of the symbol is the area of effect.
