4 months after the incident at Thriller Bark and the defeat of Gekko Moria...
After proving to be much more then an annoyance to the world government, the Straw-hat Pirates where raised up on the threat level of the world Government. A mere 6 months after reaching the Shabondy Archipelago, Luffy's Bounty grew to an overwhelming 500 Million Beli. Realizing he wasn't the only problem either, the rest of his crew all shot up to Bounty's exceeding 100 Million, Zoro, Sanji, and Robin were all over 200 Million. The Straw-Hats, not showing any signs of stopping anytime soon, were attacked again and again by the world Government. Coming out of each encounter stronger, and only becoming further infamous. Acknowledging the massive threat the Straw-Hats have collectively become, they were forced either wage full fledged war on the Straw-Hats, only have vast amounts of their Marines chopped down, or acknowledge the Straw-hats as a new power.
After entering the new world, the Straw-hats collectively were ranked at a threat level on par with the 4 kings, and recognized as their own growing power. This had to be done because Luffy rejected any offer to join as a Shichibukai. Becoming a Shichibukai would mean Luffy could no longer go after the title of Pirate king.
With how dangerous the Straw-hats, a crew the government the crew was just going to take lightly have become, a new shaking fear has spread through their ranks. Fearing the chance that another upstart crew could possibly become as powerful is a short amount of time, the World Government began to make heavier punishments for Piracy. Completely eliminating any other form of punishment for Piracy except death. Pirates no longer have the right to even live in the eyes of Justice. Now, any bounty over 5 Million is grounds for the Death penalty, making the Pirate life that much more hazardous. Outraged by this, and only adding fuel to the fire, more and more pirates begin to make direct attacks on the World Government. Chanting and singing to its fall the whole time.
With this reaction, and as results of new study, the Government went on to make haven eaten a Devil fruit an offense punishable by death. Possession of one, has also become an offense punishable by imprisonment. If a child were to eat a Devil fruit, they would instantly be taken from their family by the world Government and trained as an Officer.
It has become a darker time in the Great Age of Pirates. And as more and more crews reach levels of fame, the darker it will get.
