Okay, so let's say I'm RPing my character in a thread and he maybe decided to ask some guy the time. Not another Player Character, but just some random NPC villager. Would I be able to say "Other guy says 'It's 5:00' after checking his watch" or something to that effect?
Basically, can I have NPCs that actually converse with my character in my post, or does that count as multiple characters?

Yeah you can. Just don't go overboard and say it was Leon or another canon.

Yeah, man. I've got SOOOOO many effin' NPCs in my plot right now, and they're killing other NPCs.
The NPC rule is pretty slack around here. The no canon NPCs is really the only one that people don't enjoy.
Speaking of my plot, there's an opening if you're interested!
